Let the lower potential is V1 and the higher one is V2. A +ve charge, let it be q, is shifted from V1 to V2.
The initial PE of q was q*V1 and the final is q*V2, so the change is
q*V2 - q*V1 = q(V2 - V1)
Since V2 > V1, the result is +ve
Which means the potential energy will increase.
